the brics special economic zones trade and cooperation development report 2025 was launched on sept 25 at the dialogue on brics special economic zones during the 4th global digital trade expo.
as the first flagship study on brics special economic zones, or sezs unveiled at a national-level expo, the bilingual report offers deep insights into cooperation trends, china's practices and future pathways.
the report highlights the defining features of sezs — specific geographic scopes, policy frameworks and development goals — and maps out their diverse types and policy orientations across brics, notably in investment liberalization, tax incentives, industrial upgrading and trade facilitation.
it identifies three priority areas for cooperation: ai, green transition and agriculture, alongside four replicable models such as enterprise-led park co-construction and technology-sharing innovation.
a notable section presents the china approach to sez cooperation — covering cross-border e-commerce, overseas trade zones, integrated logistics, cross-border finance and standards-based connectivity.
the report also introduces a china-brics trade index system to evaluate cooperation potential.
the report will be updated regularly to provide practical references for advancing brics economic collaboration.
